Cache and Persistence Boundary

Persistence providers are not implemented directly inside TplQueue.Core.

Core provides payload-aware jobs, ICacheQ, cache queue orchestration hooks, and payload-handler support.

Adapter provides IDataJobCache abstractions, concrete cache implementations, serializer modules, and payload-handler registration support.
